Special Meeting of the Board of Directors for Chandler Heights Citrus Irrigation District

A public meeting of the Chandler Heights Citrus Irrigation District was convened on Monday February 9, 2009 at 26620 South Mandarin.   The meeting was called to order at 3pm with George Surbeck, Pat O’Malley, Gene Rose, and Recording Secretary, Jollieen Williams in attendance.  From the public were district residents, Elizabeth Johnson, Shari Overton, Michelle Hamilton, Ron and Amy Quintana, Patricia Fulks, Melissa Apergis, Laurel Lee Chapman, Chas Chapman, Gary Jones, Carol Davis and Jaya James. At 4:00 pm, the following representatives for the LDS church project at San Tan and Lemon arrived: Jim King, Project Mangager for the Church of Latter-Day Saints, Scott Lutes, Vice President of Emc2 Group Architects Planners and Bill Standage and David Drorbaugh, Consulting Engineers for Standage and Associates.   Pat O’Malley announced at the beginning of the meeting that he would allow an open call to the public for the entire meeting if it remained under control and in order.

 

Impact Fees

As the district continues to grow and expand, the Board recognizes the necessities of forecasting and planning for the inevitable demand that will go along with it.   In discussion, the ideas of what upgrades to the infrastructure will be needed and how impact fees might come into play were raised.   The board discussions on both residential and commercial growth in the district will continue as we move toward planning for build out in both the short and long term.

 

4:00pm - LDS Project (San Tan/Lemon) Representatives and Discussion

Dave Drorbaugh introduced himself and those meeting today as representatives of the LDS project and thanked the Board for meeting with them to discuss possible options and solutions to help the project move forward.   Pat O’Malley indicated the upon reviewing the plans for the project, he realized the District was physically incapable of meeting many of their depends based on our system capacities in place today.   He inquired if whether or not they may be able to move forward and sustain a reduced water delivery expectation.   As the conversation progressed, it was conveyed and understood that the church would be able to comply with the one meter per acre policy and could consider other landscaping options that would not require as much water usage, but the concern became the level of fire protection and if the District could provide a service that would be in compliance with the fire code.   It was decided that another fire flow test be run at the site during the peak usage to determine what the next steps should be.   It was understood that there may have to be some significant upgrades to the lines and pumps to put this project in complete compliance.   The Board called for a special meeting to be held on Tuesday February 17, 2009 to further discuss fire protection.   The time of the meeting is being determined. No other decisions were made at this time.
